Pennsylvania bill proposes funding changes for gifted student programs

Legislation has been introduced by Representative Valerie Gaydos, aiming to address the needs of gifted students in Pennsylvania's school districts. The proposal mandates that schools compile data on the number of gifted children and include them in the weighted special education student headcount. This inclusion would enable additional funding for programs catering to gifted students.

Currently, Pennsylvania does not allocate funds for gifted programs through its existing special education formula. "Public schools should meet the needs of all learners," stated Gaydos. "It is not only unfair to not provide adequate education for above average or gifted students, but it robs our children’s and nation’s future. Gifted students are invaluable to our schools as they create a learning environment where ideas are challenged and debated."

The legislation highlights various methods of providing gifted education, such as early admission, grade-skipping, or partial acceleration, which can be cost-effective. "A good gifted and talented program will keep and attract students," added Gaydos.

House Bill 1110 has been sent to the House Education Committee for further review.
