Rep. Jason Ortitay of Pennsylvania's 46th Legislative District has voted against the state budget for Fiscal Year 2024-25, expressing concerns over the lack of funding for early literacy programs. In his statement, Ortitay highlighted a nearly $1.2 billion increase in education spending but criticized the absence of allocation to improve reading skills for children. "Despite calls from educators, parents, and students... no money in this state budget is allocated to help make sure our children can read," Ortitay stated.
He emphasized the importance of evidence-based reading programs for children from kindergarten through third grade, noting their impact on mental health and academic success. Ortitay voiced concern over declining literacy rates in Pennsylvania, referencing data from 2019 and 2022, which showed a significant portion of fourth-grade students not proficient in reading. He referred to an opportunity missed this year when "another class of students will be left behind."
Ortitay further critiqued Governor Josh Shapiro’s approach, arguing that increasing funding has not resolved reading proficiency issues. He cited other states adopting science of reading initiatives in their budgets. "Governors and legislatures in Massachusetts, Maryland, Michigan, New Jersey, New York, Ohio, and Virginia all included science of reading initiatives in their state budgets for 2024-25," he noted.
Despite his disappointment, Ortitay remains committed to advocating for reading programs, hoping to gain more support from the governor and fellow lawmakers. "This mission will continue until all can read," he vowed.
