Rep. Jason Ortitay critiques Gov. Shapiro's 2025-26 budget proposal

Rep. Jason Ortitay of Washington/Allegheny has expressed concerns regarding Governor Josh Shapiro's proposed budget for the 2025-26 fiscal year. Ortitay, a Republican, issued a statement addressing the potential implications of the governor's plan.

"Right now, Pennsylvanians are already dealing with rising property taxes, inflation and an uncertain economy," Ortitay stated. He highlighted his worries about the new spending included in Shapiro's proposal, which he believes relies heavily on one-time surplus funds and could lead to future tax increases. "We need to focus on helping working families and small businesses. This budget falls short of that."

Ortitay acknowledged Shapiro's optimism and willingness to collaborate but raised concerns about increased spending and its impact on Pennsylvania families. According to Ortitay, the proposed budget would increase spending by 7.5%, deplete the budget surplus, and potentially result in a $3 billion deficit next year.

The governor emphasized significant investments in public education; however, Ortitay argued that merely increasing funding has not improved educational outcomes. He pointed out declining scores in reading and math as evidence of this issue: "Two-thirds of our kids can’t read at grade level." Ortitay advocated for investing in proven early literacy programs to support student success.

While agreeing with Shapiro on the importance of bipartisanship, Ortitay stressed the need for meaningful dialogue: "Real bipartisanship means rolling up our sleeves and having meaningful conversations."

Ortitay outlined his priorities for Pennsylvania's budget process:

- Reducing taxes for families and businesses

- Streamlining permitting processes

- Investing in early literacy programs

- Supporting infrastructure, technology, and innovation

- Ensuring community safety through law enforcement support

- Balancing the budget responsibly

"This is just the beginning of the budget process," said Ortitay. The House and Senate will examine details during appropriations hearings before finalizing a budget by June 30. "I’m ready to work with my colleagues on both sides of the aisle to create a budget that works for all Pennsylvanians."
