Rep. Natalie Mihalek and the House Republican Policy Committee, led by Chairman Josh Kail, concluded a series of hearings in Bethel Park on the proposed tax cut bill. The legislation aims to return $3 billion to Pennsylvanians by reducing the Personal Income Tax rate from 3.07% to 2.8% and eliminating the Gross Receipts Tax on electric bills.
The hearing titled "Historic Tax Cuts" included testimonies from Elizabeth Stelle of The Commonwealth Foundation, local resident Wayne Herrod, and former business owner Jim Jenkins.
Pennsylvania's economy faces challenges such as an aging population, businesses relocating due to unfavorable tax conditions, and inflation affecting essential goods like groceries and electricity. Rep. Mihalek emphasized the importance of lowering taxes: "Returning money to Commonwealth residents by lowering the tax rate is often talked about, but we are now in a position where we can actually do it."
Mihalek highlighted that economic development and fighting inflation are bipartisan goals. Testimonies revealed that tight budgets force seniors to avoid using air conditioners and make medications unaffordable, while younger families face similar financial pressures.
Chairman Kail expressed concern over Pennsylvania's economic decline despite its assets: "As I reflect on all the assets Pennsylvania can bring to the table...the fact that we’re in decline is a shame." He added optimism for transformation if House Bill 2388 passes, predicting more jobs and retaining young residents.
