Rep. Jason Ortitay of Pennsylvania has responded to Governor Josh Shapiro's proposed budget for the 2025-26 fiscal year, expressing concerns over increased spending and potential future tax hikes. Ortitay highlighted that "Pennsylvanians are already dealing with rising property taxes, inflation and an uncertain economy," criticizing the governor's reliance on "one-time surplus dollars" which he believes could lead to tax increases later.
Governor Shapiro presented his budget plan before a joint session of the General Assembly, advocating for significant investments in public education among other areas. However, Ortitay argued that simply increasing funding has not improved educational outcomes. He cited the National Assessment of Educational Progress (NAEP) scores, stating that "reading and math scores have actually decreased dramatically," with two-thirds of students unable to read at grade level.
Ortitay emphasized the need for "proven, evidence-based early literacy programs" and called for bipartisan cooperation beyond mere rhetoric. He outlined priorities such as cutting taxes for families and businesses, streamlining regulations, investing in infrastructure and technology, supporting law enforcement, and balancing the budget responsibly.
The budget process will continue over the coming months with appropriations hearings in both the House and Senate. Ortitay expressed readiness to collaborate with colleagues across party lines to develop a budget beneficial for all Pennsylvanians.
