Rep. Natalie Mihalek (R-Allegheny/Washington) expressed her dissatisfaction with the poor planning and miscounting of chairs during Tuesday's budget address. Mihalek drew a parallel between the chair shortage and Governor Josh Shapiro's approach to the appropriations budget. She criticized the governor for making promises without considering whether they can be delivered, similar to the miscounting of chairs by House Democrat leaders. Mihalek stated, "That was the exact context of Gov. Shapiro's budget address."
While acknowledging Governor Shapiro's charisma and ambitious goals, Mihalek emphasized the need for quicker and more deliberate action from both the General Assembly and the administration. She highlighted that last year's budget was passed nearly six months late, and the state is currently in a similar situation as the previous year. Mihalek stressed the importance of fiscal responsibility and the need to work towards a fiscally sound budget that meets Pennsylvania's needs.
Mihalek recognized the merit in some of Governor Shapiro's plans, particularly in the field of education. She shared his goals of providing equal opportunities for all children and ensuring college affordability for young adults. However, she emphasized that fiscal responsibility should not be compromised for spending priorities. Mihalek cautioned against using the state's budgetary reserves and Rainy Day Fund, which amount to roughly $16 billion, for recurring expenses. According to her, using these funds for recurring expenses would only lead to a financial hole.
As a member of the House Appropriations Committee, Mihalek expressed her commitment to working through the challenges in the coming months. She acknowledged that Pennsylvanians expect efficient government services such as quality education and safe neighborhoods, but they also expect responsible management of the funds sent to Harrisburg. Mihalek believes that it is possible to achieve both goals.
