House approves early literacy bill championed by Rep. Jason Ortitay

The Pennsylvania House has approved legislation aimed at enhancing early literacy achievement across the state. This initiative, led by Representative Jason Ortitay, has been a focus for nearly five years.

"We are closer to finally having a strong, evidence-based reading program required for our young learners in the Commonwealth," said Ortitay. "This legislation is not a political issue or about picking winners and losers. It’s about making sure every student knows how to read."

Ortitay emphasized the importance of foundational reading skills in education, noting that current proficiency levels are around 30% by the end of third grade. He expressed optimism that the bill will be addressed promptly by the Senate and signed into law soon.

Senate Bill 801 mirrors Ortitay's House Bill 998 and proposes establishing a Reading Leadership Council. This council would develop an approved list of reading curricula and screeners aligned with evidence-based instruction. The bill also mandates professional development programs for teachers through the Pennsylvania Department of Education and seeks to eliminate ineffective teaching methods like three-cuing.

Incorporated into the 2022-23 state budget was language added by Ortitay to create structured literacy programs for school personnel, featuring demonstrations, modeling, and coaching support aimed at improving literacy outcomes.

The bill now awaits Senate concurrence.

Representative Jason Ortitay serves Pennsylvania's 46th Legislative District, which includes parts of Allegheny County such as South Fayette Township and McDonald and Oakdale boroughs, as well as several areas in Washington County.
