In response to the Senate Education Committee unanimously reporting out Senate Bill 801, Rep. Jason Ortitay (R-Washington/Allegheny) has expressed his support for the advancement of literacy achievement for all. The bill, which is a mirror image of his House Bill 998, aims to address the state's declining early literacy rate and fulfill the Commonwealth Court's landmark decision on fair funding.
Ortitay emphasized the importance of investing in early literacy in every school across the state, stating, "Surely, something as important as teaching children how to read should be included and prioritized in such a proposal." He also highlighted Governor Josh Shapiro's proposed increase of $1.1 billion in education spending, which, if passed, would be the largest single-year increase in school funding in the Commonwealth's history.
Speaking about the bill, Ortitay praised it as a great first step towards improving literacy. He outlined its key provisions, which include early screening for all children in grades K-3, the use of evidence-based structured literacy supported by scientific data, the establishment of a reading council to develop curriculum and resources for all school districts, professional development and training for teachers, a grant program to help schools with implementation costs, and the banning of the harmful practice of three-cueing.
Ortitay expressed his optimism for the future of the legislation, asserting that the future of Pennsylvania's children depends on it. He looks forward to the bill progressing further in the legislative process.
